Accusations that proponents of ITIL indoctrinate the methodology with 'religious zeal' at the expense of pragmatism continue to be heard. On July 20, 2006, the OGC signed a contract with the APM Group to be its commercial partner for ITIL accreditation from January 1, 2007. The ITIL framework doesn't outline specific steps that businesses must follow, but it shares with IT professionals best practices that they can customize to their organizations.
The OGC doesn’t claim that ITIL’s best practices describe pure processes. PRINCE2 advocates product based planning which means that the first task when planning is to identify and analyse products. Minor software releases and hardware upgrades, normally containing small enhancements and fixes, some of which may have already been issued as emergency fixes. In the PRINCE2 process, the project team is appointed and a project brief (describing, in outline, what the project is attempting to achieve and the business justification for doing so) is prepared.

The latest version of ITIL emphasizes knowing how an organization will service a crisis. Other examples are being unable to find facilities or resources, having someone unfamiliar with the business implement the process, not understanding ITSCM's role in disaster recovery, or thinking IT has already handled continuity planning.
The degree to which software engineering is an ITSM concern is unclear. It is focused on the business as the customer of the ICT services (compare with: Service Support). A plan often involves the use of a location that provides power and telecommunications, where companies can use their own equipment.
