Configuration management, when used strictly for software development, is called Software Configuration Management (SCM). Accusations that many ITIL advocates think ITIL is "a holistic, all-encompassing framework for IT governance" are sometimes heard. ITIL encourages company leaders and IT professionals to think of IT as a business that serves customers, not only to improve the efficiency of operations, but also to ensure that IT is aligned with an organization's overall goals.
